GAO Report Critical of Forest Service Accountability

In a report titled Little Progress on Performance Accountability Likely Unless Management Addresses Key Changes the United States General Accounting Office (GAO) concluded that the Forest Service "remains years away from implementing a credible performance accounting system."

According to the report, the Forest Service has failed to link performance objectives with actual outcomes, concluding, "the agency is essentially in the same position it was more than a decade ago", and that while the matter has received attention and has been studied and restudied, a lack of implementation of key component remains.

The report recommends that a senior executive be appointed by the Chief of the Forest Service to accomplish specific objectives. The report further suggests specific reporting by the Chief in the Forest Services annual report and to Congress.
