Karl was born April 20, 1963, in Fairbanks. He spent his childhood years in Salcha and attended Salcha Elementary School from kindergarten through sixth grade. He graduated from Ben Eielson High School in 1981. He then began work with the Bureau of Land Management and worked summers while attending the University of Alaska Fairbanks. He achieved a dream by becoming a smokejumper while working for the BLM.

He graduated from UAF with a degree in criminal justice. Following graduation, he was hired by the Sitka Police Department and attended the academy in Sitka that summer. He served as a police officer and detective in Sitka for three years. He transferred to Juneau shortly after the death of his infant son, Blake, in 1990, and worked as a policeman there until his death.
