In San Anselmo, California and was a graduate of the University of Minnesota with a degree in Public Health. Bill also graduated with a degree in Mechanical Engineering from the University of California Berkeley. He was owner of an engineering and contracting firm and an instructor at Contra Costa Community College 1958-76.
